2010-2011 Pre-feasibility study for electric power and heat generation in Khanbogd, Manlai and Bayan-Ovoo Soum centers of Omnogobi aimag (province).

The region (aimag) of South Gobi (Omnogovi) is poised to experience a boom in economic activity as a result of: (i) the planned development of new mines, and the expansion of existing mining operations at several locations in the aimag; and (ii) the strengthening of trade corridors between Omnogovi and the PRC.  The largest mining investment in the region is of US$ 5 billion over the next 5 years for the development of the Oyu Tolgoi copper and gold mine in Khanbogd district (soum).  This mine is anticipated to be operational from 2013 for a period of more than 60 years. Although Oyu Tolgoi is planning its own dedicated power supply system, which will serve its on-site needs and major off-site power requirements there is insufficient spare capacity, either in the short- or medium-term, for Oyu Tolgoi to provide electric power to the three mine-impacted soums. Consultants carried out the following tasks:Assessment of Current Power and Heating Systems;feasibility of the use of renewable and non-renewable sources of heat and power in Mongolia[1]; Carryout a detailed assessment of the current arrangements for power and heating supply (generation and distribution) in the three soums; Make a particular study of the hybrid power system recently installed in Manlai soum; Perform detailed study as per this Contract and visit to the site during detailed study.
